The Bases Conversion and Development Authority (BCDA) and the Department of Science and Technology (DOST) have signed an agreement to advance the construction of the Philippine Science High School (PSHS) Training Center in New Clark City, setting commitments for facility management, campus infrastructure, and shared venue use.
The project moves forward after BCDA secured funding for Phase 1, supporting the development of New Clark City’s Research and Development district, where the PSHS campus is located. The facility is expected to be partially operational by early 2027.
Development began in 2021, with the initial phase completed in March 2023, covering 35 percent of the project’s overall scope.
Under the agreement, BCDA will undertake the center’s complete fit-out works and essential surrounding campus infrastructure. The partnership also provides for streamlined utility connections and cost-recovery arrangements for campus maintenance.
BCDA will likewise have access and venue-use rights to the training center’s Plenary Hall and auxiliary spaces, as well as naming rights for designated facilities.
BCDA President and CEO Joshua M. Bingcang said completing and operationalizing the facility supports the agency’s vision of making New Clark City a hub for learning, innovation, and discovery.
DOST Secretary Renato Umali Solidum Jr. described the collaboration as a long-term investment in Filipino talent, creating opportunities for learning, professional growth, and innovation.
The PSHS Infinitum in New Clark City will serve as a hub for senior high school education, teacher resources, and administrative operations, featuring laboratories, academic spaces, training venues, and staff quarters.
The initiative supports the national push to strengthen STEM education, research capacity, and the development of future Filipino scientists and innovators.
