Pampanga is opening a new path to livelihood for persons with disabilities (PWDs through the Persons with Disabilities through Electric Transportation Services (PWD-ETS) Project, or “Love Bus,” through a partnership between the provincial government and the MVP Group of Companies.

Governor Lilia “Nanay” Pineda expressed her gratitude to MVP Group Chairman Manuel V. Pangilinan and its partner organizations for supporting the project, which aims to provide qualified PWDs with livelihood opportunities as local operators of electric transport vehicles.

The partnership was formalized through a Memorandum of Agreement signed on September 18, with Pangilinan and Pineda among those present. Also attending were Nanay Party-list Representative Florabel Yatco, DSWD Field Office 3 Regional Director Venus Rebuldela, and representatives of various MVP Group foundations and partner organizations.

Under the project, the Department of Social Welfare and Development (DSWD) will facilitate the formation of Sustainable Livelihood Program Associations (SLPAs) composed of PWD beneficiaries who will help manage and operate the electric transport services.

Pineda said the initiative demonstrates the value of partnerships that go beyond providing a service by creating sustainable livelihood opportunities that promote dignity, independence and inclusion.

She also thanked the DSWD and the participating foundations and organizations for joining efforts to make the project possible.

For the provincial government, the Love Bus is more than an electric transport initiative—it is a step toward ensuring that PWDs have greater access to opportunities to earn, contribute and build more secure lives for themselves and their families.
