Angeles City has emerged as the top-performing local government in Central Luzon in terms of functional literacy, registering a remarkable 77.9% rating in the 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS).
This milestone underscores the aggressive and inclusive education reforms under the leadership of Mayor Carmelo “Pogi” Lazatin, Jr., who has long championed education as the foundation for progress and equal opportunity.
“This achievement is a testament to our belief that education is the greatest equalizer. We are not just building classrooms or distributing supplies — we are building futures,” Mayor Lazatin said.
At the height of the pandemic, Angeles City became the first LGU in the region to fully embrace digital learning, distributing 58,000 tablets to public school students in Grades 4 to 12, 3,200 tablets to public school teachers, and another 3,200 to City College of Angeles (CCA) students.
To support connectivity, Mayor Lazatin also spearheaded the installation of 700 free Wi-Fi access points citywide.
In further support of blended learning, 53 public schools received risographs to aid in the reproduction of learning modules. The city also established 16 state-of-the-art computer laboratories across public schools, reinforcing the city’s commitment to tech-driven education.
In 2024 alone, Angeles City became the first to provide full school kits — including uniforms, bags, school supplies, shoes, socks, and t-shirts — to all 93,697 public school students and 3,368 daycare learners. Similar citywide distributions were made in 2022 and 2023, benefiting over 195,000 learners combined.
Educators were not left behind, with daycare workers receiving salary increases under Lazatin’s administration.
For higher education, Mayor Lazatin allocated ₱259 million for new classrooms, laboratories, and office spaces at CCA. The city is also building a ₱50 million annex building through PAGCOR funding.
CCA currently offers 13 degree programs, seven of which have achieved ALCUCOA Level 1 accreditation and are in the process of securing Level 2.
Angeles City is also home to the first fully solar-powered public school in Central Luzon — a pioneering feat that blends sustainability with education.
With these bold and consistent investments, Angeles City has set the standard for educational governance in the region, empowering every Angeleño to read, write, compute, and comprehend — the core of true functional literacy.
