The Bases Conversion and Development Authority (BCDA) and the Civil Service Commission (CSC) have signed a memorandum of agreement for the establishment of the CSC National Training and Development Center in New Clark City.




The planned facility will rise on a one-hectare site and is envisioned to serve more than two million civil servants nationwide by providing a dedicated space for training, leadership development, and collaboration.
The center will feature a plenary hall that can accommodate 300 to 500 participants, along with training classrooms, breakout rooms, a data processing center, and boarding and lodging facilities. It will also incorporate sustainable infrastructure, including solar-powered systems.
CSC Chairperson Marilyn B. Yap emphasized the importance of investing in human capital, saying the commission aims to strengthen the government’s “human infrastructure” and promote a shift in mindset among public servants.
“This is why the establishment of the CSC National Training and Development Center is imperative and more than necessary,” Yap said.
BCDA President and CEO Joshua M. Bingcang highlighted the broader impact of the initiative, noting that enhancing the capabilities of civil servants leads to improved public service delivery.
“This partnership is about building the people behind the government. When we strengthen the capability of our civil servants, we improve how services are delivered to every Filipino,” Bingcang said.
The signing ceremony was witnessed by CSC Commissioner Luis Meinrado Pañgulayan and BCDA Senior Vice President for Legal Services Diana Joyce Basco-Galera.
Once completed, the facility is expected to serve as a central hub for capacity-building and professional development across the Philippine public sector.
