BCDA, Standard Chartered ink deal to advance sustainable Clark development

The Bases Conversion and Development Authority (BCDA) and Standard Chartered Bank Philippines have signed a memorandum of understanding (MOU) to explore collaboration opportunities for the sustainable development of Clark Freeport Zone in Pampanga and New Clark City in Tarlac.

Signed on September 3, 2026, the agreement provides for joint studies on urban development and investment opportunities across the Clark Freeport and Special Economic Zone.

The partnership will involve knowledge-sharing, quarterly discussions, and feasibility assessments for potential projects. Following the studies, Standard Chartered may recommend financing solutions and other forms of support for projects found feasible and viable.

BCDA President and CEO Joshua M. Bingcang said the partnership could help mobilize capital for viable projects, reducing financing pressures while supporting investments, job creation, and community development.

Standard Chartered Bank Philippines CEO Michelangelo Kho Samson said the partnership aligns with the bank’s role in supporting nation-building through financing for infrastructure, power, water, and technology projects.

The collaboration aims to sustain Clark’s growth, strengthen its competitiveness as an investment destination, and support the development of the Luzon Economic Corridor.
