Cong Pogi Lazatin pushes for science high school in Mabalacat City

Pampanga First District Representative Carmelo “Pogi” Lazatin Jr. has filed House Bill No. 8878 seeking the establishment of a science high school in Mabalacat City.

Filed on April 16, 2026, the proposed measure aims to create the Mabalacat City Science High School, which will operate under the supervision of the Department of Education (DepEd). The agency will oversee its implementation and ensure funding is included in the annual General Appropriations Act.

Lazatin underscored the importance of strengthening science, technology, engineering, and mathematics (STEM) education to enhance the global competitiveness of Filipino students.

“Investing in STEM-focused education is one of the ways for us to keep our graduates competitive globally,” he said.

The proposal aligns with the provisions of Enhanced Basic Education Act of 2013, which promotes curriculum responsiveness and allows schools to develop specialized programs such as STEM.

While Pampanga already hosts several science high schools, including Angeles City Science High School, Mabalacat City currently has no stand-alone science high school under DepEd supervision.

According to Lazatin, establishing one in the city would expand access to advanced learning opportunities for students in the First District, including improved facilities, modern equipment, and enhanced teaching resources.

The lawmaker has consistently advocated for improved access to technology-driven education. In August last year, he requested ₱200 million to fund the construction of computer laboratories in 19 public high schools across the district.

Earlier this year, he also announced funding support for similar projects, with ₱40 million allocated for Mabalacat City and ₱30 million for the Municipality of Magalang through the Department of Public Works and Highways for the construction of computer labs in public schools.
