House expels Rep. Kiko Barzaga over ethics violations

The House of Representatives voted 265-14, with eight abstentions, on Tuesday to expel Cavite 4th District Rep. Francisco “Kiko” Barzaga following findings of disorderly behavior, conduct unbecoming of a lawmaker, and violations of the House Code of Conduct.

The decision came after the chamber adopted the recommendation of the Committee on Ethics and Privileges, which investigated a complaint filed by Deputy Speaker Janette Garin. The complaint cited Barzaga’s alleged repeated disruptions during House proceedings, discourteous conduct toward fellow lawmakers, and social media posts deemed detrimental to the institution’s integrity.

According to the committee, Barzaga violated provisions of the House Rules requiring members to conduct themselves in a manner that upholds the dignity and credibility of the chamber. His actions were also found to be inconsistent with the standards of professionalism required under Republic Act 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees.

The committee noted that Barzaga had previously been sanctioned twice with 60-day suspensions, but continued to engage in behavior that reflected negatively on the House. It concluded that another suspension would likely be ineffective, prompting the recommendation for expulsion.

Among the incidents cited were social media videos featuring altered images of House leaders, livestreaming from within the session hall, and remarks directed at fellow lawmakers that the committee described as disruptive and disrespectful.

While Barzaga maintained that his actions were protected forms of political expression, the committee ruled that members of the House are expected to uphold decorum and professionalism at all times within the institution.

With the House’s approval of the committee report, Barzaga ceases to be a member of the House of Representatives, subject to any legal remedies available under the law.
