All outpatient emergency cases in accredited Level 1 to 3 hospitals are now covered under PhilHealth’s Facility-Based Emergency (FBE) benefit package, as stated in PhilHealth Advisory No. 2025-0009 published on February 18, 2025. This aligns with the Outpatient Emergency Care Benefit (OECB) package introduced through PhilHealth Circular No. 2024-0033. The state insurer clarified that hospitals do not need separate accreditation for FBE benefits, as it is already included in their existing accreditation. Meanwhile, coverage for ambulance services under the Prehospital Emergency benefit will be announced later. Hospitals with extension facilities must submit a certification with their affiliated facility’s name and address to their respective PhilHealth Regional Offices.
