The Bureau of Customs (BOC) Port of Clark is strengthening innovation, accountability, and modernization initiatives under Commissioner Ariel F. Nepomuceno’s Integrity, Accountability, and Modernization (IAM) Movement, improving trade facilitation, service delivery, and border protection.
Under District Collector Jairus S. Reyes, the Port exceeded its first-semester 2026 revenue target by ₱104.71 million, collecting ₱2.765 billion. It also issued 51 Warrants of Seizure and Detention covering smuggled goods valued at more than ₱614 million.
The Port has expanded partnerships with the Customs Industry Consultative and Advisory Council (CICAC), Clark Development Corporation, LIPAD Corporation, and Air Express Cargo Operators to improve cargo connectivity and streamline customs procedures. These include facilitating FedEx and UPS commercial flights and implementing MRO-FAST procedures to expedite aircraft maintenance shipments.
For modernization, the Port institutionalized a real-time Deliverables Tracker, introduced QR code access to customs forms and requirements, and is developing the Clark App to centralize customs procedures, forms, announcements, and other services.
It also enforced a Zero Pending Entries and Transactions Policy, extended processing hours to 7 p.m., maintained weekend and holiday operations, and strengthened stakeholder consultations. Passenger services were likewise enhanced through dedicated Korean interpreters at Clark International Airport.
The Port continues to bolster border security through the development of an inter-agency drug task force framework while investing in personnel development and community programs to deliver more responsive and people-centered customs services.
