The Department of Agriculture – Philippine Rural Development Project (DA-PRDP) Central Luzon Regional Project Advisory Board has approved the proposed rehabilitation and improvement of the Baloganon–Sitio Coto, Taltal farm-to-market road in Masinloc.












The project, spanning 26 kilometers and including the construction of 11 concrete bridges, is seen as a key infrastructure investment aimed at improving mobility in agricultural communities.
The Masinloc local government, led by Mayor Hazel Lim, presented the ₱727-million proposal, which seeks to enhance connectivity among Barangays Baloganon, Tapuac, and Taltal. The project is expected to benefit more than 2,300 hectares of farmland producing mango, rice, and other high-value crops.

For years, farmers and residents have relied on a deteriorating road network that becomes difficult to pass during bad weather, affecting the timely transport of goods and limiting productivity and income. The proposed all-weather road and bridge system aims to address these challenges by reducing travel time, improving access to markets, and strengthening the competitiveness of local agricultural sectors, including mango, vegetables, and livestock.
The project underwent technical validation and safeguards review, ensuring compliance with Department of Public Works and Highways standards and alignment with PRDP cost parameters, while also addressing social and environmental considerations such as right-of-way and indigenous peoples’ welfare.
Funding for the project will be shared by DA-PRDP (70 percent), the national government (10 percent), and the Masinloc local government (20 percent), highlighting collaboration among stakeholders in advancing rural development.
