The Police Regional Office 3 (PRO3) has reaffirmed its strict stance against hazing, assuring the public that no such incidents have occurred within its Regional Training Center 3 or any of its units in Central Luzon.
The statement follows recent reports of alleged hazing incidents in other training institutions. PRO3 leadership emphasized that all training activities in the region remain safe, professional, and compliant with human rights standards.
Regional Director PBGEN Jess B. Mendez said the office enforces a zero-tolerance policy against hazing and will act decisively against any violations.
“This Office stands firmly against hazing in any form. We enforce a zero-tolerance policy and will act swiftly against any violation of the law,” Mendez said.
He added that all training programs are conducted in accordance with Republic Act No. 11053, or the Anti-Hazing Act, and are closely supervised to ensure proper conduct among instructors and trainees.
PRO3 also assured stakeholders that safeguards are in place, including continuous monitoring, established reporting mechanisms, and accountability measures to prevent abuse within training facilities.
Mendez stressed that police training is focused on discipline and professional development rather than harm or intimidation.
“The way we train our personnel reflects the kind of service we give to the public. Our goal is to develop police officers through discipline, mentorship, and lawful training—not fear or harm,” he said.
PRO 3 urgeS all units and training institutions to remain vigilant and uphold a culture of professionalism, dignity, and respect in all training environments.
