The Bases Conversion and Development Authority (BCDA) capped 2024 with a record-breaking financial performance, reporting gross revenues of ₱11.3 billion. This marks a 3% increase from the ₱10.9 billion earned in 2023, fueled by strategic partnerships and efficient revenue generation efforts.
The highlight of BCDA’s financial success was the joint venture agreement for a 6.1-hectare mixed-use development in the Bonifacio Capital District, Taguig City. This landmark deal contributed an initial payment of ₱3.5 billion to BCDA’s revenues, underscoring the authority’s pivotal role in driving economic growth through innovative projects.
Revenues from toll operations and airport concessions also saw a significant boost, rising by ₱925 million from ₱2.3 billion in 2023 to ₱3.2 billion in 2024. Additionally, dividends from BCDA’s affiliates increased by ₱325 million, reaching ₱1 billion in 2024 from ₱675 million the previous year.
“Through collaboration with partners who share our vision, BCDA has sustained its strong financial performance, reaffirming our commitment to building world-class cities and delivering transformative projects for Filipinos,” said BCDA President and CEO Engr. Joshua M. Bingcang.
Looking ahead, Engr. Bingcang expressed confidence in maintaining revenue levels above ₱10 billion in 2025. “We remain committed to generating strong revenues, which enable us to support our military forces, beneficiary agencies, and stakeholders while driving economic and infrastructure development,” he added.
In line with its mandate under Republic Act 7227, the BCDA converts former military bases into hubs of economic growth. Proceeds from the sale, lease, and joint ventures, along with concession fees, are directed toward national development projects.
A portion of these earnings is remitted to the Bureau of the Treasury and allocated to the Armed Forces of the Philippines, with remaining funds reinvested in infrastructure to enhance the competitiveness of BCDA’s economic zones.
