The Pambansang Pabahay para sa Pilipino (4PH) Program will soon take shape in Barangay Mining, as Mayor Carmelo “Pogi” Lazatin Jr. leads the groundbreaking ceremony for a major socialized housing project on February 27, 2025.
This 2,450-unit development will consist of ten six-story buildings, offering 245 residential units per structure. The project will also provide essential amenities, including 200 car parking slots, 680 motorcycle parking spaces, a village market, clubhouse, and transport terminal, aiming to create a self-sustaining community for future residents.



Aligned with President Ferdinand Marcos Jr.’s goal of delivering 1 million housing units annually, this initiative focuses on maximizing urban space with multi-story developments.
In collaboration with the Department of Human Settlements and Urban Development (DHSUD), the city government will provide the land, while DHSUD oversees project implementation. The city will also handle beneficiary listing and socio-economic profiling to ensure a fair distribution process.
Mayor Lazatin expressed gratitude to President Marcos Jr. and DHSUD Secretary Jose Acuzar for supporting the project, calling it a lifetime opportunity for Angeleños to secure affordable housing.
Since 2019, Mayor Lazatin has been addressing housing issues, distributing land titles and certificates of lot allocation to urban poor families. The groundbreaking event will continue his father’s legacy of providing decent and accessible homes to the city’s residents.
