Three flood control projects in Oriental Mindoro listed under the 2025 General Appropriations Act (GAA) were found to be non-existent during an inspection led by Public Works and Highways Secretary Vince Dizon.
The discovery came following President Ferdinand Marcos Jr.’s directive to the Department of Public Works and Highways (DPWH) to investigate irregularities in flood control projects nationwide.



During the inspection in Barangay Tagumpay, Secretary Dizon confirmed that no structures or ongoing construction could be found at the supposed project sites along Panggalan River, Tubig River, and Catuiran River. He also noted that the existing flood control structure in Barangay Tagumpay was substandard.
“Wala akong nakikitang proyekto dito. Guni-guni ito, wala akong nakikitang proyekto eh,” Dizon said, as he was joined by Oriental Mindoro Governor Humerlito “Bonz” Dolor.
The DPWH chief explained that projects included in the GAA should have clear line-item budgeting, making it easier to verify their existence and progress.
Secretary Dizon assured the public that those responsible for the so-called ghost projects will face appropriate charges.
