Pampanga First District Representative Carmelo ‘Pogi’ Lazatin Jr. expressed his gratitude to the Angeles City Sangguniang Panlungsod for passing resolutions supporting several of his proposed measures in the House of Representatives.
On March 16, Lazatin thanked the city council for approving Resolutions No. 12234, 12235, and 12236, Series of 2026, which express support for his proposed House Bill No. 5125, House Bill No. 2422, and House Bill No. 7290.
Resolution No. 12234 was introduced by Councilor Aaron Pineda, while Resolutions No. 12235 and 12236 were introduced by Councilor Arvin Suller during the 7th Regular Session of the 20th city council on February 24, 2026. Copies of the resolutions were later forwarded to Lazatin’s office on March 4.
In a statement, Lazatin thanked the city council, particularly his former colleagues, for their support of the proposed legislation.
Lazatin previously served as a city councilor in Angeles City for six years before being elected mayor in 2019.
One of the measures he filed, House Bill No. 5125, seeks to establish national and provincial centers for autism that will develop and implement an integrated and comprehensive plan for the diagnosis, therapy, and rehabilitation of individuals with autism.
Meanwhile, House Bill No. 2422 proposes the creation of at least one “Bale Pusu” home for the elderly in every city and municipality nationwide. The program aims to assist senior citizens who have been abandoned, left on the streets, or have no family members to care for them.
Another proposal, House Bill No. 7290, seeks to amend Republic Act No. 7277 to provide additional privileges for persons with disabilities (PWDs).
Among the proposed amendments is the provision of free assistive technology services such as wheelchairs, walkers, prostheses, hearing aids, devices for the visually impaired, and specialized computer software and equipment designed to improve mobility, hearing, vision, and communication for PWDs.
