LUISITA INTERCHANGE TO BOOST CONNECTIVITY, JOBS IN TARLAC

Faster travel and greater economic opportunities may soon be a reality for Tarlac as plans move forward to expand the Luisita Interchange of the Subic-Clark-Tarlac Expressway (SCTEX).

The Bases Conversion and Development Authority (BCDA), together with public and private sector partners, is proposing the construction of additional entry and exit ramps connecting the Luisita Access Road to SCTEX. The expansion aims to decongest traffic, improve northbound mobility, and open up new investment and employment prospects for Central Luzon.

During a joint site inspection on July 4, 2025, BCDA President and CEO Engr. Joshua M. Bingcang, Tarlac Governor Christian Tell A. Yap, Vice Governor Lita Aquino, and officials from NLEX Corporation and other stakeholders assessed the proposed site for the expansion.

Currently, the interchange serves only southbound traffic. Once completed, the upgrade will provide full access for motorists traveling both to and from the north, enhancing regional connectivity and reducing traffic congestion along MacArthur Highway and nearby roads.

“The Luisita Interchange Expansion is a vital step toward unlocking Tarlac’s full economic potential,” said Engr. Bingcang. “With better access to key industrial zones and new townships, we’re not just improving traffic flow—we’re laying the groundwork for inclusive growth, more jobs, and stronger investor confidence in the region.”

The upgraded interchange is expected to benefit major developments in Tarlac such as the Luisita Industrial Park, Central Techno Park, Cresendo Estates, and TARI Estate. It also strengthens SCTEX’s role as a critical infrastructure link in the Luzon Economic Corridor, supporting the national “Build Better More” agenda and the long-term vision for seamless, multimodal transport networks across the island.

Once implemented, the project will help position Central Luzon as a leading destination for manufacturing, electronics, and logistics, while creating more opportunities for local communities.
