The Civil Service Commission (CSC) brought together government leaders and human resource (HR) practitioners nationwide for the 2025 Leaders and Human Resource Symposium (LHRS) held in Clark Freeport Zone, Pampanga.
With the theme “LEAD 125: Shaping the Future Together,” the symposium highlighted the importance of competence, resilience, and ethical leadership in shaping a responsive and accountable bureaucracy.

CSC Commissioner Luis Meinrado Pañgulayan stressed that true reform in government goes beyond digital transformation. “Integrity means doing the right thing even when no one is watching. Technology alone cannot shape the future of governance—it must be guided by patriotism, integrity, and excellence,” he said.
Meanwhile, CSC Chairperson Marilyn Yap reaffirmed the Commission’s commitment to nurturing servant-leaders who can adapt to change while upholding high ethical standards. “We renew our commitment to build the capability of public servants to lead with integrity, adapt to change, and serve with excellence,” she said.
The symposium served as a platform to exchange insights on human capital development, digital governance, and people-centered service delivery, strengthening accountability and professionalism in public service.
