The Bases Conversion and Development Authority (BCDA) has partnered with Saudi Arabian firm ACWA Power to develop a renewable energy facility in New Clark City aimed at providing clean, reliable, and affordable power.
The initiative forms part of BCDA’s broader strategy to build climate-resilient and future-ready developments while attracting increased foreign investment into the country.
To formalize the partnership, BCDA and ACWA Power signed a Memorandum of Understanding (MOU) during a side event of the World Economic Forum 2026 in Davos, Switzerland, signaling a shared commitment to advancing renewable energy projects in the Philippines.

BCDA President and Chief Executive Officer Joshua Bingcang said the partnership marks a significant step toward delivering low-cost power solutions that combine innovation with long-term value.
Under the MOU, the planned facility will utilize advanced solar photovoltaic technology, with the possible integration of battery energy storage systems, to ensure stable and efficient energy supply.
The project supports the government’s renewable energy goals and reinforces ongoing efforts to position New Clark City as a hub for sustainable development and foreign investment.
