Top government officials led by Executive Secretary Ralph Recto and Finance Secretary Frederick Go visited Clark and New Clark City to advance the Marcos administration’s goal of transforming the Luzon Economic Corridor into the country’s hub for semiconductor and artificial intelligence (AI) industries.



The delegation, welcomed by BCDA Chairperson Jerry Marasigan, toured the Texas Instruments facility in Clark Freeport, highlighting the role of BCDA-managed ecozones in attracting high-value technology investments. Texas Instruments, which has operated in the Philippines for over 40 years, was cited as a key investor that continues to trust the country’s workforce and manufacturing capabilities.
Recto conveyed President Ferdinand R. Marcos Jr.’s directive to fast-track projects and incentives that will attract more semiconductor and AI companies, describing the initiative as a national priority.
The officials also conducted an aerial inspection of the 4,000-acre Pax Silica site in New Clark City, which is being developed as the country’s first AI-native industrial acceleration hub. The project is envisioned to host semiconductor fabrication facilities, AI infrastructure, hyperscale data centers, critical minerals processing plants, and advanced research centers.
BCDA said its investment-ready ecozones, backed by modern infrastructure and a skilled workforce, are strategically positioned to support the country’s ambitions in advanced technology and manufacturing.
Also present during the visit were Department of Trade and Industry Undersecretary Ceferino Rodolfo and BCDA Officer-in-Charge Senior Vice President Mark Torres.
