DOE EXPANDS EV CHARGING NETWORK, SETS NEW REGULATIONS

The Department of Energy (DOE) is introducing new regulations and public consultations to accelerate the expansion of the electric vehicle (EV) charging network in the Philippines.

On April 1, 2025, the DOE announced that the Implementing Guidelines on Obligations of Electric Vehicle Charging Station (EVCS) Providers and EVCS Requirements, Specifications, and Interconnectivity (IG-ORSI) will be released this month. The guidelines will establish installation requirements, particularly for Mode 4 DC fast chargers, and set safety standards to streamline approvals and attract investment.

As of March 31, 2025, the country has 912 publicly accessible EV charging stations, primarily in Metro Manila. To further boost EV adoption, the DOE will hold public consultations in Q2 on key initiatives, including placing charging stations in gasoline stations, integrating EV charging with the power grid, and expanding charging facilities in parking areas.

Under the Comprehensive Roadmap for the Electric Vehicle Industry (CREVI), the Philippines targets the deployment of 7,300 EV charging stations by 2028 to support the country’s transition to sustainable transportation.
