With only four months left in office, Angeles City Mayor Carmelo “Pogi” Lazatin, Jr. is solidifying his legacy by launching the city’s first-ever medium-rise socialized housing project. The ₱2-billion initiative will deliver 2,450 affordable housing units, marking a milestone in the city’s urban development.
Mayor Lazatin emphasized that this project is more than just infrastructure—it is a long-standing commitment to provide dignified housing for Angeleños. He credited the initiative to his late father, Mayor and Congressman Carmelo “Tarzan” Lazatin, whose leadership inspired his advocacy for accessible housing.

Lazatin also highlighted the collective efforts behind the project, particularly the Angeles City Human Settlements and Urban Development Office (ACHSUDO) led by City Councilor Atty. Arvin Suller and Rowel Nava, alongside City Engineer’s Officer-in-Charge Helen Ayro, City Planning and Development Officer Engr. Nilda Quito, General Services Officer Evangeline Malonzo, City Assessor Michael Calaguas, and Environmental Management System Officer-in-Charge Francis Pangilinan. He also acknowledged the Local Finance Committee, composed of City Accountant Lilibeth Enriquez, Acting City Treasurer Arneil Escolangco, and City Budget Officer Jane Nakpil.
Mayor Lazatin extended his gratitude to his executive team, led by Chief Adviser IC Calaguas and Executive Assistant IV Reina Manuel, as well as the Lazatin Senior Staff—Michael Lising, Mina Cabiles, Irish Llego, Anneleen Sugui, Mary Jane Calimquim, Sharmaine Gonzales, Alain Carlo Merano, and Kagawad Ma. Theresa Salonga.
“This is a promise fulfilled, and I dedicate this project to the people of Angeles City who have placed their trust in me,” Lazatin said. “As I near the end of my term, I want to leave behind a city that is stronger, more progressive, and ready for the future.”
The groundbreaking marks the beginning of a project that aligns with President Marcos’ national housing agenda and the goals of the Department of Human Settlements and Urban Development (DHSUD). It also reinforces Angeles City’s commitment to sustainable urban development, ensuring that more families have access to safe and affordable homes.
