Tarlac City strengthens drive vs illegal subdivisions in Land Management Council meeting

Government agencies, private sector representatives, and real estate professionals convened for a Land Management Council (LMC) Meeting and Open Forum on April 13, 2026 at the City Hall Executive Boardroom, focusing on addressing the growing issue of illegal subdivisions.

Participants included representatives from real estate brokers’ associations, Real Estate Service Practitioners, Inc., Aboitiz Land, Ayala Land, Registry of Deeds–Tarlac City, DENR-PENRO, the Office of the Provincial Agriculturist, and various city government department heads.

The meeting emphasized a unified goal of ensuring orderly, legal, and responsible land development in Tarlac City amid its continuing growth.

City Assessor Atty. Odilon Tumang opened the program with a presentation on the Schedule of Market Values under the Real Property Valuation and Assessment Reform Act (RPVARA), highlighting the importance of fair and systematic property valuation.

Atty. Karla Flor Fonacier of the Registry of Deeds–Tarlac City followed with updates on land registration processes, including current challenges and day-to-day transactions.

A key highlight of the forum was the rising concern over illegal subdivisions, which officials noted pose serious risks not only to legal compliance but also to community order, public safety, infrastructure planning, and environmental protection.

Engr. Jonathan C. Francisco of the Department of Human Settlements and Urban Development (DHSUD) Region III also joined the discussion via Google Meet, sharing insights on proper housing and land-use regulation.

The gathering served as a platform for deeper understanding of the issue and for identifying concrete solutions, while reinforcing collaboration among stakeholders toward more effective land governance and sustainable community development.
