The Bases Conversion and Development Authority (BCDA) has signed a 25-year lease agreement with Ayala Land Inc. (ALI) for the John Hay Technohub in Camp John Hay, marking a strategic move to boost government revenues and sustain local employment.
“This partnership ensures business continuity and reflects the strong confidence of industry leaders like Ayala in government initiatives. We are committed to making Camp John Hay a hub where great things happen,” said BCDA President and CEO Engr. Joshua M. Bingcang.
The property, home to business process outsourcing (BPO) offices and retail clusters, will maintain its current use under the lease, preserving jobs for the approximately 3,000 workers currently employed.
BCDA expects to generate around Php600 million in revenues from the agreement, highlighting the value-capturing potential of its land assets—especially with Ayala’s track record of delivering an average 14% land value appreciation across its developments.
The deal not only ensures continued economic activity in Baguio but also strengthens investor confidence. Since regaining control of the Camp John Hay estate in January, BCDA has secured over Php1.4 billion in new investments from commercial and residential leases.
