The Bases Conversion and Development Authority (BCDA) has successfully regained control of Camp John Hay in Baguio City following a landmark Supreme Court decision. This ruling represents a significant victory for the Philippine government and its people, unlocking opportunities for socioeconomic growth while preserving the cultural and environmental integrity of the area.
The decision enables BCDA to recover key facilities, including The Manor, The Forest Lodge, Camp John Hay Golf Course, the CAP Convention Center, Commanderβs Cottage, and expansive open spaces. The ruling also ends CJH Development Corporationβs (CJH DevCo) hold on the property, ensuring that the site is managed in alignment with the public’s best interests.
BCDA President and CEO Joshua M. Bingcang described the decision as a monumental win.

In a January 3, 2025 order, the Baguio Regional Trial Court Branch 6 upheld the Supreme Courtβs directive, rejecting CJH DevCoβs appeal to retain control of the property. This order mandates the immediate turnover of all land and improvements within Camp John Hay, whether held directly by CJH DevCo, its affiliates, or other parties claiming rights under them.
BCDA has assured the public and business owners that existing operations within the camp will remain uninterrupted. The agency has also called on stakeholders to collaborate and support a seamless transition, emphasizing that their cooperation is vital in realizing the siteβs full potential.
