BCDA eyes collabs with Korean firms for New Clark City, Poro Point projects

The Bases Conversion and Development Authority (BCDA) is in talks with two South Korean companies for potential collaborations that aim to accelerate infrastructure and smart city development in key government-owned properties—New Clark City in Tarlac and Poro Point in La Union.

BCDA President and CEO Engr. Joshua M. Bingcang and OIC Senior Vice President for Conversion and Development Mark P. Torres recently met with representatives of Moon Engineering Co. Ltd., a South Korean engineering and consulting firm, to discuss a proposed feasibility study for the upgrade of the San Fernando Airport in the Poro Point Freeport Zone. Currently, the airport has limited capacity and mainly serves chartered flights and flying schools. The planned upgrade aims to enhance its operations to accommodate more commercial flights, positioning it as a vital transport hub in Northern Luzon and spurring economic activity in La Union and surrounding areas.

In a separate meeting, BCDA officials engaged with Jin Systems Co. Ltd. to explore the deployment of smart mobility solutions in New Clark City under the 2025 K-City Network Smart Solution Demonstration Project. The initiative aligns with BCDA’s vision of transforming New Clark City into a smart, sustainable, and future-ready metropolis by integrating efficient and green transport systems for investors, workers, and residents.

“We are thrilled to collaborate with South Korean firms, as they are recognized as global leaders in infrastructure and smart city development,” said Bingcang. “These potential partnerships are key to advancing our projects and integrating cutting-edge technologies in New Clark City and Poro Point.”

The collaboration with Jin Systems is expected to bring innovative transport solutions and test the scalability of smart city technologies in New Clark City and potentially in Camp John Hay in Baguio City.

These engagements reaffirm BCDA’s commitment to fostering innovation and attracting high-value investments that promote sustainable and inclusive growth in key development areas across the country.
