BSP complex in New Clark City moves full steam ahead, after BCDA nod

The Bases Conversion and Development Authority (BCDA) has approved the detailed development plan for the new Bangko Sentral ng Pilipinas (BSP) Security Complex in New Clark City, signaling the start of one of the country’s most ambitious decentralization efforts.

Set on a 31.3-hectare property in Tarlac, the new BSP facility will relocate key central bank operations from Metro Manila to a safer and more sustainable environment. This strategic move aims to ease congestion in the capital, promote regional growth, and enhance national resilience.

β€œWe commend BSP for this bold and future-forward decision. Relocating core operations to New Clark City not only decentralizes governance but also strengthens countryside development and institutional preparedness,” said BCDA President and CEO Engr. Joshua M. Bingcang.

Economic Boost for Central Luzon
The project is expected to drive economic activity in the region, generating jobs during construction and spurring local demand for housing, retail, and public services once BSP employees begin relocating.

To support this shift, BCDA recently broke ground on an affordable housing development near the site under the Pambansang Pabahay Para sa Pilipino (4PH) program. The first phase will offer over 800 units, prioritizing government workers transferring from Metro Manila.

Secure, Sustainable, Future-Ready
Designed with resilience in mind, the BSP Security Complex will house critical central bank functions in a smart and green environment. The master plan includes open spaces and features aimed at achieving LEED (Leadership in Energy and Environmental Design) certification for energy efficiency and sustainability.

The complex’s architectureβ€”by renowned Filipino firm Aidea, Inc.β€”was internationally recognized with a 2022 Architecture MasterPrize for its modern design that blends Filipino identity with institutional functionality.

Advancing Governance and Continuity
More than just a relocation, the project embodies a long-term vision for stable and uninterrupted central banking operations. In the event of major disruptions, the New Clark City facility will ensure BSP continues to serve the nation seamlessly.

The design phase is expected to conclude by August 2025, followed by the start of contractor procurement in December. Under a long-term lease with BCDA, the site will serve as a permanent and secure home for BSP for the next 50 years, renewable for another 25.
