GOV. DELTA ORDERS SUSPENSION OF BULACAN TRUCKS’ PERMIT OVER ILLEGAL WASTE TRANSPORT

Pampanga Governor Dennis “Delta” Pineda has ordered the temporary suspension of hauling permits for trucks from Bulacan after reports surfaced of unpermitted waste being transported to a sanitary landfill in Barangay Mancatian, Porac.

On Wednesday, June 11, Governor Pineda personally led a site inspection at the landfill together with PG-ENRO Chief Arthur Punsalan, representatives from the DENR-EMB, and Porac local government officials. The inspection uncovered 15 trucks carrying various types of waste, including one truck transporting hazardous materials such as dextrose without proper labeling—a clear violation of RA 9003 (Ecological Solid Waste Management Act) and RA 6969 (Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990).

The operation of the trucks was immediately halted to allow for further investigation.

Prior to the inspection, a meeting was held on June 10, 2025, with the Quarry Operators Association and the Haulers and Truckers Association, where it was confirmed that certain haulers from Bulacan had been transporting waste to Mancatian without the necessary permits.

In response, Gov. Pineda imposed a 15-day suspension of all hauling passes for trucks coming from Bulacan starting June 11, 2025, to give way for a full investigation by the Capitol’s Joint Composite Team.

According to the Governor, the suspension aims to protect public health and safety, particularly from the risks of hazardous waste exposure and foul odor in the area.
