In a ruling dated 28 May 2025, the Commission on Elections (COMELEC) Second Division has declared DIQUALIFIED Porac, Pampanga Mayor-elect Jaime “Jing” Capil and invalidated the votes cast for him in the May 12 polls.

In the same ruling, the division also ordered the local board of canvassers to revise the results and proclaim Capil’s closest rival, former board member Mike Tapang, as the winner.

Tapang sought Capil’s disqualification, citing a February 2024 Ombudsman ruling that permanently barred Capil from public office over gross neglect of duty tied to the illegal activities of POGO firm Lucky South 99. The firm was accused of fraud, torture, and trafficking.
